PSARA License West Bengal: How to Start a Private Security Agency — Process, Fees & Documents (2026)
A PSARA licence from the West Bengal Home Department is mandatory to run a private security agency — full guide to the application process, government fees (₹5,000–25,000), police verification, training MoU and mandatory affidavits.
Every new flat complex, mall, hospital and factory in West Bengal needs security guards at its gate — and that demand is drawing thousands of local entrepreneurs and ex-servicemen into the security agency business. But the law is one: under the Private Security Agencies (Regulation) Act, 2005 — deploying even a single guard without a PSARA licence is illegal. Approval is given by the West Bengal Home Department, and applications go through the central psara.gov.in portal. There is hardly any accurate, broken-down guide to this process in Bengali — this guide fills that gap.
The whole process at a glance
| Step | What happens | Typical time |
|---|---|---|
| Basic registrations | GST, EPF, ESIC, trade licence, Udyam | 2–4 weeks |
| Training MoU | Agreement with a recognised institute | 1–2 weeks |
| Form-I application | Online submission on psara.gov.in | 1 week |
| Police verification | Antecedent verification of directors | 30–60 days |
| Licence issuance | Home Department approval | total ~60–90 days |
Government fee: one district ₹5,000 · two–five districts ₹10,000 · whole state ₹25,000. The term is usually 5 years, with the same renewal fee. In practice, the bulk of the total cost goes to paperwork, affidavits, the MoU and consultant fees — so when agents claim “a licence costs ₹1 lakh”, break down the math.
Mandatory document checklist
Statutory registrations (finish before applying):
- GST registration certificate
- EPF (Provident Fund) and ESIC registration — both become mandatory as soon as you hire guards
- Municipality trade licence / Certificate of Enlistment
- Business proof: certificate of incorporation (company/LLP), partnership deed or Udyam/trade licence (proprietorship)
- Contract Labour (R&A) Act, 1970 registration (needed for client-premises work)
Affidavits and police-related (on notarised non-judicial stamp paper):
- Section 7(2) affidavit — sworn declaration of the directors’ clean criminal record
- Section 6 affidavit — declaration of eligibility (citizenship, age)
- Antecedent form — completed by each owner/partner/director
Financial and identity documents:
- Last 3 years’ ITR, last 6 months’ bank statements
- Net worth certificate from a CA
- PAN, Aadhaar, voter card/passport and passport-size photographs
Operational proof:
- Signed MoU with a training institute
- Occupancy proof of the office (rent agreement/deed + electricity bill)
- Colour photos of the proposed uniform (from all angles) — the design must not resemble the army, navy, air force or state police
- Format of the guards’ photo ID cards
The two big bottlenecks: police verification and the training MoU
Most applications get stuck at these two points. In police verification, the file keeps circulating if the directors’ address history is unclear or if the report takes time between the office’s district and that district’s police. With the MoU, signing with an unrecognised institute sinks both money and time — verify the institute’s recognition before signing.
Advantage for ex-servicemen: full training conditions don’t apply to army/paramilitary-trained ex-servicemen guards, and PSARA rules have traditionally encouraged keeping a certain percentage of ex-servicemen — keep that in mind in your recruitment plan.
Life after the licence: the monthly cycle
Getting the licence is only the start — the security business’s real challenge comes after: guards’ salaries must be paid on the 1st of the month, while hospital/mall/factory bills settle in 45–60 days. We break down how to bridge that working-capital gap in our security agency working capital guide. Read the trade licence’s own process in the Silpasathi trade licence guide — and for loan-readiness see the Udyam registration guide.

🪜 Step-by-step guide
- Settle the business structure and basic registrations
Proprietorship/partnership/private limited, whatever it is — first complete GST registration, EPF and ESIC registration, the municipality's trade licence (Certificate of Enlistment) and Udyam registration. The PSARA application cannot proceed without these.
- Sign an MoU with a training institute
A new agency doesn't have its own training centre — you must submit an MoU with a recognised security training institute in the state. Separate rules exist for training exemptions for ex-servicemen guards.
- Online application on psara.gov.in (Form-I)
Register on the central portal and submit Form-I — the agency's name, principal officer's details, coverage area (district/state) and all documents uploaded. Approval is given by the West Bengal Home Department (Controlling Authority).
- Police verification and site check
After applying, the antecedents of the principal officer and directors are verified through the relevant district's police, and the office address is verified locally. A clean record is the biggest condition — a criminal case gets the application rejected.
- Licence and renewal
Once approved, the licence term is usually 5 years — the renewal fee equals a fresh application. Renewal can be applied for from 90 days before expiry; after expiry you must apply anew.
❓ Frequently asked questions
What is the government fee for a PSARA licence?
Three slabs by coverage — ₹5,000 for one district, ₹10,000 for two to five districts, and ₹25,000 for the whole state. The renewal fee is the same. Beyond that, the real costs of consultants, affidavits, MoU and paperwork are separate.
How long does it take to get the licence?
With complete documents, usually 60–90 days — police verification takes the longest. Wrong affidavits, a missing MoU or absent EPF/ESIC registration get the application returned, stretching the time further.
Who is eligible for a PSARA licence?
An Indian citizen, minimum 18 years of age, and the principal officer/directors must have no criminal record involving moral turpitude. The agency needs its own office (rented is fine) and proof of financial stability.
What are the training rules for guards?
PSARA rules mandate prescribed classroom and field training for guards (generally reckoned at ~160 hours in total; the recognised training institute fixes the exact curriculum). Army/paramilitary-trained ex-servicemen have a shorter route. The institute's MoU is submitted precisely as proof of training.
What are the biggest reasons applications get stuck?
Two — a negative police verification report, and deficiencies in the training MoU/statutory registrations (GST, EPF, ESIC). Objections also arise if the uniform design resembles the army or state police.
