Yes — the Certificate of Enlistment is an annual document, usually renewed at the start of the financial year (April–May); late renewal attracts a late fee. Renewal is done online on the Silpasathi portal.

Is building plan approval genuinely online now?

Yes — in municipal areas the whole cycle (application, verification, sanction) runs on the e-Grihanaksha OBPAS portal. Conditions: the plan must be signed by an empanelled LBS/engineer and must comply with FAR and building rules.

Are holding tax and mutation the same thing?

No. Holding/property tax is the annual occupier tax — payable online on wburbanservices.org or holdingtax.co.in. Mutation (namjari) records the ownership change — at the municipality in urban areas, or on Banglarbhumi in rural areas.

How does a new contractor bid on its first tender?

First get enlisted (classified) with the municipality/department, then register on wbtenders.gov.in with a Class 3 DSC. Start with small, low-value works — completion certificates from those qualify you for bigger tenders.

Should I trust "connection" offers for tenders or approvals?

Never. Trade licenses, plan sanctions and tenders are transparent online processes — no agent can "guarantee" any of them, and no fee goes to a personal account. If defrauded, complain on 1930 or cybercrime.gov.in.
