In West Bengal, any business — from a grocery store to a large showroom — needs a trade license (Certificate of Enlistment, CoE) to run lawfully, and it is an annual document: it expires every year on 31 March. Earlier one had to queue at the municipality/panchayat office; now renewal is online. In short: the ideal renewal window is February–March. Portals: e-District or Silpa Sathi — but the trade license service on Silpa Sathi was temporarily down for a while, so try e-District first. In KMC areas, kmcgov.in has its own process.
1. Documents needed for renewal
Before logging into the portal, keep these scanned as PDF/JPEG (usually under 200 KB):
- Old trade license — a scanned copy of last year’s Certificate of Enlistment
- Ownership/occupancy proof — if it’s your premises, an updated holding/property tax receipt; if rented, a rent agreement or rent receipt
- Identity proof — Aadhaar card / PAN card / voter ID (any one)
- Last year’s payment proof — the receipt for last year’s renewal fee
- Special-business clearances (NOC) — for clinics/restaurants/factories, a Fire NOC or WBPCB consent may be needed

2. How much is the trade license renewal fee? (indicative chart)
The fee depends on the business type, its size and whether it is a panchayat or municipality area — three things. The figures below are for orientation; the latest and correct figure appears on the portal as soon as you choose the business’s category:

3. How much is the late fine (Late Penalty)?
- Ideal timing: at least 30 days before expiry (start by February).
- Renewing after 31 March attracts a late fine under the local body’s rules — usually percentage-based on the original fee (around 20–25%) or a daily rate in places.
- Leaving it too long (usually beyond 3 months) risks cancellation of the enlistment — then a new application, a new fee.
- The exact rate is published in each municipality/panchayat’s annual notice — don’t believe a ‘universal fine chart’.
4. Online renewal: step by step
Step 1 — Portal and login: open edistrict.wb.gov.in (or silpasathi.wb.gov.in) and log in with User ID/Password; if you don’t have an account, do New User Registration.
Step 2 — Department selection: on the dashboard, choose the trade license service of the Municipal Affairs or Panchayat & Rural Development department per your area, then the Renewal option.
Step 3 — Form filling: enter the old enlistment number — much of the rest comes in automatically; update it if anything has changed (address, business type).
Step 4 — Document upload: upload the old license, property tax receipt and the rest of the documents.
Step 5 — Online payment: on submission the payment gateway will open — deposit the fee by debit/credit card or UPI.
Step 6 — Certificate download: on successful payment, download the updated digital trade license (PDF) from the dashboard — print a display copy for the shop.
Don’t be surprised if you see a ‘service unavailable’ type error while logging into Silpa Sathi — the trade license service has been intermittently suspended; in that case e-District is the working route.

1. I didn’t renew last year — what now?
Missing one year can usually be back-renewed with a fine — entering the enlistment number on the portal will show the dues. If multiple years have lapsed or the enlistment was cancelled, go to the municipality/panchayat office and take the fresh-application route.
2. I want to add a new business category — can it be done at renewal?
Category change/addition usually means a separate ‘Amendment’ process rather than a plain renewal; in many cases the renewal application itself has a correction option. For major changes (type change, place change) a separate application on the portal may be needed — do it before renewing.
3. I work from home (freelance/online business) — do I need a trade license?
It depends on the panchayat/municipality’s rules and the business’s nature; if it counts as a commercial establishment, it may be needed. Asking your local body is the safe route — and separately register on Udyam for any MSME benefits.
4. What are the risks of not renewing?
An expired CoE is not proof of lawful business — fines, cancellation of enlistment, and it won’t work for loans/gas connection/billboard approvals. Doing it once a year, on time, is the cheapest option of all.
6. Beware of fraud
🛡️ ‘A trade license can’t be done without an agent’ — hear that and beware. Renewal is a transparent online process, fees are paid on the government gateway; if someone demands money into a personal account showing ‘connections’, it’s fraud.
