WBPCB compliance: the strictest part

An RVSF is a factory of toxic liquids — engine oil, brake fluid, battery acid, AC refrigerant. So under the Hazardous Waste Management rules:

  • CTE (Consent to Establish): before construction — site plan, drainage blueprint and depollution equipment details must be submitted
  • CTO (Consent to Operate): after commissioning and a site inspection; cutting even one vehicle or issuing a CoD without a CTO is illegal
  • Hazardous Waste Authorization: legality for selling used oil and lead-acid batteries to registered recyclers
  • Mandatory infrastructure: non-permeable (epoxy/VDF) flooring in the depollution zone, an oil-water separator and dedicated drainage — to prevent groundwater contamination
  • Fire NOC: permission from Fire & Emergency Services given the risk of cutting fuel-laden ELVs

Machinery: the depollution line is the core investment

Safely extracting fluids, batteries and tyres from every vehicle before cutting is the regulatory test — this is where inspectors are strictest. A roughly realistic list: fluid extraction unit, catalytic cutter, tyre spreader, magnetic separation, baler/shredder, front-end loader, weighbridge and adequate storage yard. Location formula: land near a steel plant/scrap market (logistics margins rise when scrap buyers are close), away from residential areas (WBPCB siting), and national highway connectivity (trucks in-out) — when these three come together, the site qualifies.

Why the market opportunity is now

The state Transport Department is running drives to pull in old commercial vehicles, government departments have been ordered to scrap 15-year-old vehicles, and OEMs are putting new-truck exchange offers in front of truck owners. But approved facilities are few — meaning early operators get the chance to shape the market themselves. The risks are also large on the other side: capex is heavy, the state’s tax rebates are still unannounced (details in the CoD guide), and the bank guarantee is forfeited if an inspection catches violations.

🪜 Step-by-step guide

  1. KYA and registration on NSWS

    Register on nsws.gov.in and choose the Vehicle Scrapping Policy in the 'Know Your Approvals' questionnaire — a checklist of which central and state-level approvals you will need is generated.

  2. State Registration Form and document upload

    Fill the SRF for West Bengal — DPR (project report), company PAN, GST, land-use approval and lease deed/papers are uploaded. The application is routed to the state Transport Department.

  3. Fee and bank guarantee

    For each facility you must pay a ₹1,00,000 non-refundable processing fee and deposit a ₹10,00,000 bank guarantee/security in favour of the state Transport Department (as prescribed under the central Motor Vehicle rules).

  4. Site inspection and registration certificate

    A state Transport Department team inspects the site — depollution zone, flooring, drainage and machinery. If eligible, the RVSF registration certificate is issued and the plant's name goes onto the official list at vscrap.parivahan.gov.in.

  5. WBPCB and Fire NOC — before commissioning

    Before construction, WBPCB's Consent to Establish (CTE); after commissioning, Consent to Operate (CTO); Hazardous Waste Authorization for used oil-batteries; and a Fire Services NOC — cutting vehicles cannot begin without any of these.

Can an RVSF be added next to an old fly ash brick or steel unit?

Setup costs fall if land, a front-end loader, weighbridge and industrial power connection are shared — but the RVSF still needs its own depollution zone, WBPCB consent and Hazardous Waste Authorization separately; the two activities are written separately in the consent.

What is most important to arrange before applying?

Land — at least 1–2 acres with industrial-class use approval, away from residential areas; and an investment plan for the depollution line. The NSWS application does not move without land proof, and CTE stalls if WBPCB's siting rules are not met.
