West Bengal Holding Tax Online Payment & Property Mutation: Municipality, KMC and Rural (Banglarbhumi) Guide

How to pay municipal holding tax online in West Bengal (wburbanservices.org, holdingtax.co.in, KMC) and complete property mutation — separate steps for municipalities, Kolkata and rural areas via Banglarbhumi.

Two perennial jobs of house-and-land ownership — paying the holding/property tax, and entering your name in government records, i.e. mutation (namjari). But in West Bengal the rules are of three kinds — municipality, Kolkata (KMC) and rural (panchayat/BLRO). Apply one area’s rules to another and the conflict starts. This guide shows the three separately.

In short: municipality tax → wburbanservices.org or holdingtax.co.in; Kolkata → kmcgov.in; rural land namjari → Banglarbhumi. In municipal areas, mutation is at the municipality’s mutation branch (online in many ULBs); papers: registered deed + previous tax receipt + ID proof.


1. First decide: what type of property is yours?

2. Paying holding tax online in a municipality

Step 1: Open wburbanservices.org or holdingtax.co.in and choose your municipality’s name. (Many ULBs run their own portals too — follow the link on the municipality’s official site.)

Step 2: Under the Property Tax (Citizen) option — search by holding/Assessee number. If you don’t know the number, search by owner name and address.

Step 3: See the arrears and current demand and pay online (UPI/net banking/card).

Step 4: Download the e-receipt and keep it — this receipt is needed everywhere: CoE, loans, plan approvals.

To pay from mobile, municipal property tax payment is also available on the government’s ‘Bengal on App’.


3. Property mutation (municipal areas)

After buying a house/flat, receiving an inheritance or a gift deed, doing the mutation puts your name into the municipal record (and the tax bill).

Required documents:

  • Registered deed (sale/gift/partition) or death certificate + inheritance proof
  • Previous owner’s holding tax receipt (zero dues)
  • Aadhaar card, PAN card, photo
  • For a flat, the housing complex’s relevant papers

Process: form at the municipality’s mutation branch (online forms in many municipalities now) + fee → verification/hearing if needed → mutation approved → new holding opened in the new name. Do save the application’s receipt number.


4. Rural land: namjari on Banglarbhumi

Panchayat-area land records and namjari run on the Banglarbhumi portal:

  1. Register with Citizen Registration → login.
  2. Mutation (namjari) application — find the land by khatian/dag number and submit the application.
  3. Pay the fee online.
  4. After verification at the BLRO/ARI office, the mutation certificate and porcha can be downloaded from the portal itself.

For flats in Kolkata/municipal areas it is not Banglarbhumi — KMC/municipality mutation applies there.

1. Holding tax arrears have piled up — what do I do?

See the arrears on the portal and clear them at once; many ULBs also offer rebates on interest/fine while clearing arrears — ask the municipality.

2. Can tax be paid without mutation?

Yes, but it would be in the previous owner’s name — and if the record isn’t in your name, every benefit carries risk. Best not to postpone the mutation.

3. What is needed to mutate an inherited house?

Death certificate, inheritance proof (Legal Heir Certificate/warishan papers), previous tax receipts and all heirs’ ID proofs — if co-ownership is being divided, apply accordingly.

4. The e-receipt is lost — can I get it again?

Log into the portal and download it again from the payment history — knowing the receipt number/transaction ID is enough.


6. Beware of fraud

🛡️ Don’t pay agents big sums to ‘get the mutation done fast’ — fees are government-set and payable online. Use only official portals (.gov.in/.org — wburbanservices.org, banglarbhumi.gov.in); never pay on a ‘payment link’ sent over WhatsApp.

Why is mutation needed when the deed exists?

The deed (deed) proves the transaction happened, but ownership changes in government records only through mutation. Without mutation, the property tax holder's name doesn't change, and future sale, loan or benefit-related work all run into problems.

Where is rural land namjari done?

In panchayat/BLRO areas, land namjari and porcha are available on the **Banglarbhumi** (banglarbhumi.gov.in) portal — application, fee payment and mutation certificate download can all be done online. Building mutation in municipal areas is at the municipality — that is separate.

Where do I pay property tax in Kolkata?

In the KMC area, pay online on the kmcgov.in portal with the Assessee Number. KMC's mutation and tax rules differ from the municipality's — follow KMC's own forms and process.

How long does mutation take?

Varies by nature and area — simple inheritance cases are quick, deed-disputed cases may need a hearing too. Keep the application receipt number and check the status on the portal/at the office.
