Solar Water Pump Subsidy for Farmers in West Bengal: PM-KUSUM Scheme Guide

How farmers in West Bengal can get subsidised solar water pumps under the PM-KUSUM scheme — eligibility, subsidy share, application process and cost breakdown.

The diesel bill for irrigation and unreliable electricity — a farmer’s two permanent headaches. The central PM-KUSUM scheme (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan) solves both at once: solar-panel-driven water pumps at the edge of the field, with the centre subsidising up to 30% and many states adding another 30%.

1. PM-KUSUM’s three components

Component What you get For whom
A — Decentralised solar Solar plant on unused farmland, selling power to the grid Landowners/cooperatives
B — Standalone solar pump Subsidy on 0.5–7.5 HP solar pumps Individual farmers (most popular)
C — Solarised grid-connected pump Solarise grid-fed agricultural pumps, with the option to sell surplus power Farmers with electricity connections

For most farmers, Component B is the relevant one — this guide mainly covers that.

2. Component B cost–subsidy math

Pump Total cost (approx.) Centre (30%) State (30%*, if applicable) Farmer’s share
2 HP ₹1.6–2.1 lakh ~₹50–60 thousand ~₹50–60 thousand ₹50–60 thousand
3 HP ₹2.2–3.0 lakh ~₹70–80 thousand ~₹70–80 thousand ₹70–90 thousand
5 HP ₹3.5–4.5 lakh ~₹1.1 lakh ~₹1.1 lakh ₹1.2–1.5 lakh

*The state’s share depends on the state government’s consent and annual quota — verify West Bengal’s current status on the portal.

Bonus: farmers running diesel pumps on deep tube wells may get extra benefits for converting old diesel pumps (varies by state).

3. Eligibility

  • The applicant is an Indian farmer with farmland in their own name or in legal possession
  • Khatian/land deed, Aadhaar card and a bank account in their own name (with proper seeding)
  • A source of irrigation water (well/river/reservoir)
  • Rural areas get priority; generally one pump per household
  • With a valid diesel pump connection/papers, conversion gets priority

4. Step-by-step application process

Step 1: go to the pmkusum.mnre.gov.in portal and select the state — check the list of nodal agency/distribution company designated for West Bengal (WBSEDCL or the state renewable energy agency).

Step 2: apply online under Component B — upload khatian, Aadhaar, bank details and land information.

Step 3: if selected, deposit the farmer’s share as directed by the nodal agency (into an escrow/designated account — never into a vendor’s hands).

Step 4: the approved vendor installs the pump, panels and controller; service begins after site verification.

Step 5: keep the warranty papers safe (typically 3 years for the pump, 10–25 years for panels).

5. What the farmer gains from a solar pump

  • Diesel savings: a 3 HP diesel pump consumes roughly ₹15,000–25,000 of diesel a season — with solar that’s nearly zero.
  • Assured irrigation: no waiting for the electricity phase — sun means water.
  • Low maintenance: few moving parts, no oil-filter change costs.
  • Extra income potential: under Component C, surplus power can be sold to the distribution company (rules vary by state).

Final word

With a solar pump subsidy, a single season’s diesel bill covers a large part of the farmer’s share. But the subsidy structure rests on the state’s partnership — so before applying, always verify West Bengal’s latest quota and shares at pmkusum.mnre.gov.in and the district agriculture office.

❓ Frequently asked questions

What percentage of subsidy does PM-KUSUM give on solar pumps?

Under Component B, the centre typically gives 30%, and in states that participate the state government also contributes up to 30%; the farmer pays the remaining 30–40%. Without a state share, the farmer's share rises to 60–70%.

Which farmers can apply?

Anyone who owns land or holds it in legal possession, farms it, and runs a diesel pump for irrigation or wants new irrigation access can apply. Land records (khatian), Aadhaar and a bank account are mandatory.

How much does a farmer pay for a 3 HP solar pump?

Approximately: a 3 HP solar pump set (with panels) costs ~₹2.2–3 lakh. With the centre's 30% + the state's 30%, the farmer's share comes to ~₹70,000–90,000. Without the state's share, the share is ~₹1.4–1.8 lakh.
