The scheme in one sentence

Launched on 30 June 2021, the West Bengal Student Credit Card scheme lets the state’s students take a soft loan of up to ₹10 lakh for undergraduate, postgraduate or doctoral studies in India or abroad — at interest of only about 4% a year (1% for girl students in some cases), with no collateral. In a ₹30–40 lakh budget for studying abroad, this ₹10 lakh is the cheapest foundation — the strategy for combining a bank/NBFC loan for the rest is also below.

Key features

Item Details
Maximum loan ₹10 lakh
Interest rate About 4% a year (1% for girl students under some provisions)
Collateral Not required (state government guarantee)
Field of study Undergraduate, postgraduate, doctoral — in India and abroad
Age limit Up to 40 years at the time of application
Repayment After course end/moratorium over a long tenure (structure up to 15 years)
Application Online — wbscc.wb.gov.in

Eligibility

  • Permanent resident of West Bengal.
  • Admission to a recognised institution (Indian or foreign) — an admission letter and fee structure must be available.
  • Class 10 and Class 12 examinations passed (or equivalent).
  • Age within 40 years at the time of applying.

Required documents

  • Aadhaar card, PAN card (student and guardian)
  • Proof of residence in West Bengal
  • Class 10 and 12 marksheets and certificates
  • Foreign institution’s admission letter (offer/admission letter) and fee structure
  • Passport (for studying abroad)
  • Guardian’s proof of income

Application steps

  1. Register on the portal — go to wbscc.wb.gov.in, complete the new registration.
  2. Fill in the form — provide personal, educational and loan details.
  3. Upload documents — upload scans of all the documents in the list above.
  4. Verification — the application is verified at the district level; additional documents may be requested if needed.
  5. Approval and disbursement — after approval, the loan is disbursed in stages (usually direct to the institution/fee-wise).

The ₹30+ lakh budget for studying abroad: the combo strategy

The Student Credit Card’s maximum ₹10 lakh is one-third of the whole budget. A practical plan for the rest:

  1. First ₹10 lakh — Student Credit Card (4% interest). Load the most expensive debt onto the cheapest loan.
  2. The remainder — a scheduled bank’s education loan. At the time of applying, showing the credit card’s ₹10 lakh approval as margin money/own contribution raises the bank’s chances of approving and eases the collateral discussion.
  3. Verify and compare — once you have the bank’s offer, use the education loan EMI calculator to work out the whole combo’s monthly instalment and total interest.

Tip: The credit card’s loan is disbursed in stages. If the foreign college’s fees are session-wise (as they are at Bangladesh’s medical colleges), this structure works in your favour — draw only what you need for each session, and you don’t pay interest on the unused portion.

Common mistakes that stall applications

  • Applying without an admission letter — finalise admission first.
  • Not providing the fee structure — keep the foreign college’s official fee letter in English.
  • Incomplete guardian income documents — get the ITR/Form 16 updated.
  • Names and dates of birth on documents not matching Aadhaar — match the marksheets’ spellings first.

❓ Frequently asked questions

What is the maximum loan under the West Bengal Student Credit Card?

A student can get a soft loan of up to ₹10 lakh — for undergraduate, postgraduate and doctoral studies in India or abroad.

What is the interest rate on this loan?

Usually about 4% a year (1% for girl students under some provisions) — far lower than commercial education loans. Check the updated rate on the official portal.

Is collateral required?

No. It is an unsecured (collateral-free) loan running under a state government guarantee.

Can it be applied for studying abroad too?

Yes. If you are admitted to a recognised institution abroad, you can apply for tuition, accommodation, books and other education expenses. The admission letter and fee structure are mandatory documents.

Where does the rest of the cost (beyond ₹10 lakh) come from?

A bank/NBFC education loan is combined with the Student Credit Card's ₹10 lakh — showing the credit card amount as margin money makes it easier to get a loan for the remaining portion. Details: [education loan without collateral](/en/education/education-loan-without-collateral/).
