Winning the OMC’s draw and getting the LOI in hand means the door has opened — because in the banks’ eyes, an OMC LOI is one of India’s safest project documents. The fuel margin is assured, sales are nearly guaranteed — so with the right project report and own contribution, a construction loan of nearly ₹1 crore is real. See how the math stands.


1. Where the project cost goes (Regular RO, approximate)

2. The bank’s structure: how much it gives, how much is yours

The formula of the math: own contribution = total cost × (25–33%). The bank releases the rest on seeing the project report — so the report’s sales projections, the OMC’s margin structure and the cash flow must be realistic.

3. Where to apply

  • SBI: has project/business loan products for dealers; apply at the branch with the LOI and project report.
  • Other public-sector banks: PNB, Bank of Baroda, Canara, Union — all finance fuel-retail projects.
  • The OMC’s empanelled banks: in many cases the bank has a pre-arrangement with the OMC — choose the bank by looking at the communication documents received with the LOI.
  • NBFCs: fast, but higher interest — as a last resort.

4. The document checklist for the loan

  1. The OMC’s LOI / dealership letter (original)
  2. Project report (in a bank-friendly format: cost, sales projections, cash flow)
  3. Land deeds, khatian, CLU documents, NHAI/PWD permissions (the applicable ones)
  4. PAN, Aadhaar, ITR (3 years’ if available), bank statements
  5. Proof of own contribution (bank balance, FD, assets)
  6. Documents of the collateral asset (for the mortgage)

Beware of fraud: “₹1 crore loan on the LOI alone, pay the processing fee first” — a bank loan’s processing fee is always paid through the bank’s official channel, never via UPI/a personal account. If you get an “agent-connection guaranteed loan” offer, complain at cybercrime.gov.in.

❓ Frequently asked questions

Does the bank lend just because you have the LOI?

The LOI is the primary proof that you are the OMC's dealer — banks treat it as the project's foundation. But the loan comes by showing the project report, legal ownership of the land, own contribution (margin) and, where needed, collateral. The LOI alone is not enough.

How much own contribution (margin) is required?

Conventionally about 25–33% of project cost is asked as own contribution for construction/term loans, and about 25% for working capital. So on a ₹1 crore project you need to show roughly ₹25–33 lakh of your own.

Can a petrol pump loan be got without collateral?

Usually no — a petrol pump is a large project loan and land/assets often have to be mortgaged as collateral. However, some banks give partial protection under CGTMSE cover or the OMC's guarantee structures, especially for smaller Rural RO projects.
