CNG Station Dealership in West Bengal 2026: Bengal Gas (GAIL) Franchise, Districts & Cost

Bengal Gas Company (GAIL JV) CNG/PNG expansion across Greater Kolkata, districts getting CGD pipelines in 2026, land and equipment cost for a CNG station, and how to participate in CGD retail — in detail.

For those whose petrol-pump dream doesn’t work out (no land, no advertisement match), a new path is opening in West Bengal — CNG stations. The GAIL-backed Bengal Gas Company’s pipeline is expanding fast across Greater Kolkata, and every new pipeline means the possibility of new CNG stations. Find out where the work is happening, what it costs, and how to carve out a place in this business.

1. West Bengal’s CGD map: whose area is where

Area Licensing company Situation (as of September 2026)
Greater Kolkata (KMC + parts of Howrah/Hooghly) Bengal Gas Company Ltd (BGCL — GAIL + GCGSCL JV) CNG stations running (incl. EM Bypass, Bansberia); PNG started in the KMDA area
Chandannagar, Gayeshpur, Hooghly BGCL PNG rollout targeted for early 2026
Asansol–Durgapur GEECL-linked company (CBM gas) Industrial/CGD expansion on Raniganj block’s CBM gas
State’s new GAs Companies winning PNGRB rounds Network expansion continuing in West Bengal and the North-East

2. Two kinds of CNG station — and two cost calculations

Online station (pipeline-fed): the grid pipeline brings gas straight to the station. The compressor sits permanently — this is ideal, but it needs land beside the pipeline.

Daughter/booster station: gas arrives by cascade truck, local compression is minimal. The first-phase solution in areas the pipeline hasn’t reached.

Cost head Approximate cost*
Land (bought or long lease) The biggest variable cost, varies by location
Civil work (paving, canopy, building) ₹50 lakh–1 crore
CNG compressor + storage cascade + dispenser ₹1.5–3 crore (by capacity)
Power connection (compressors need high load), fire and PESO approvals ₹10–20 lakh

*Approximate market rates — vary widely by builder, capacity and location.

Note: the underground tanks and expensive civil work of a liquid-fuel pump don’t exist in CNG — instead most of the money goes into the compressor. B2B investment by equipment and engineering firms is now strongest in this segment.

3. How to enter this business — three routes

  1. As a landowner/partner: CGD companies look for suitable land (road-connected, near the pipeline, enough frontage) for new stations. If your land is selected, the company builds the station and the landowner gets lease/royalty — no capital needed. In Greater Kolkata’s GA, contact BGCL through official channels (bgcl.co.in).
  2. Contracted retail operator: a contract to run the company’s station — responsibility for operations and manpower, margin as commission.
  3. Your own station (high risk): gas supply agreement with the licensing company + PESO/fire approvals + the full investment — for big investors, better avoided at the start.

4. Land requirements for the CNG business

  • Frontage width and depth: vehicles including trucks/buses should be able to fuel in a queue — usually 25–30 m of frontage and 20+ m of depth is desirable.
  • Road class: NH/SH/major city roads — need legal entry permission from NHAI or PWD.
  • Pipeline distance: for an online station, land near the grid is the most valuable.
  • Zoning: approval is hard in dense residential areas; commercial/industrial zones get priority.

Beware of fraud: “We alone can give you a Bengal Gas/GAIL CNG pump franchise” — every firm demanding fees/deposits this way using GAIL’s or BGCL’s name is a fraudster. Approvals, leases or operator agreements always happen through the company’s registered office or official email/portal — never via UPI or a personal account.

The fuel business demands a certain set of approvals, and CNG needs nearly the same. To know the full NOC list and the correct order, read — the Petrol Pump NOC & Licence Guide.

❓ Frequently asked questions

Who holds the CNG and PNG licence for Greater Kolkata?

Bengal Gas Company Limited (BGCL) — the joint company of GAIL and Greater Calcutta Gas Supply Corporation — is the exclusive licensee for Greater Kolkata's CNG and PNG across roughly 1,500 sq km, covering the Kolkata Municipal Corporation area and parts of Howrah and Hooghly.

Which areas are seeing CGD expansion in 2026?

PNG supply in the KMDA area began in 2025; rollout in Chandannagar, Debanandapur, Gayeshpur and the rest of Hooghly district is targeted for early 2026. In the Asansol-Durgapur region, GEECL (CBM-gas-based) is expanding, and PNGRB's new GA rounds are extending networks across the state.

How is a CNG station different from a petrol pump?

CNG needs no underground tanks for liquid fuel and less heavy civil work, but it needs expensive compressors (mother/booster) and cascades — i.e., lower civil cost, higher equipment cost. The fuel arrives by pipeline (online station) or by cascade truck (daughter station).
