Petrol Pump NOC & Licence Guide: DM NOC, NHAI Access, Fire Licence & WBPCB Consent — In Order

After winning a dealership, every NOC and licence needed to commission a petrol pump — DM NOC, NHAI/PWD access permission, fire safety certificate, WBPCB consent and PESO licence, in the correct sequence.

Getting the OMC’s LOI in hand means half the race is done — but the other half is the patience. For the pump to open, approvals from at least 8–12 departments must be taken in a specific sequence; if one step jams, the whole project stands still. This guide gives that exact sequence — which NOC from whom, when, and with which papers.


1. The correct sequence of approvals (roadmap)

Phase A — land and access

  2. Land-use conversion (CLU): if the land is agricultural, apply for conversion at the district Land & Land Reforms department — the longest step, start it first.
  3. Road-owner’s permission:
    • National highway → NHAI (access/service-road consent, contracted fee)
    • State highway/other roads → PWD/State Highway Development department
    • Rural roads → Panchayat/State Rural Roads agency

Phase B — safety and environment

  1. Fire Service NOC: at the West Bengal Fire & Emergency Services department — design approval and inspection.
  2. WBPCB Consent to Establish (CTE): the West Bengal Pollution Control Board’s consent before construction starts; the Consent to Operate (CTO) before commissioning.
  3. PESO licence: from the Petroleum and Explosives Safety Organisation (PESO), the licence to store petrol/diesel — the safety distances for placing tanks and dispensers are verified here.

Phase C — before commissioning

  1. District Magistrate’s (DM) NOC: the overall verification of land, access and local approvals.
  2. Power connection: WBSEDCL/CESC — a high-load connection for dispensers and operations.
  3. Urban/rural planning construction approval: the building plan at the municipality/block level.
  4. OMC’s completion verification: submit all approvals for the first supply and commissioning.

3. The mistakes that stall the project

  • Starting construction before the CLU finishes — if the illegal construction is caught, the approvals themselves come under threat.
  • Opening a cut onto the highway without NHAI permission — the risk of the access being sealed later is highest here.
  • Not measuring the tank-placement safety distances — failing the PESO inspection means changing the whole layout.
  • Not running applications in parallel — don’t wait for one department’s reply; submit every application that can run in parallel at once. The LOI’s validity is not infinite.

Beware of fraud: “All the NOCs arranged in 15 days, package fee ₹2 lakh” — no agent ‘arranges’ a department’s NOC; on the legitimate path a consultant only prepares documents and follows up. Department fees are always paid against government receipts (gov.in / .in portals). If cash is demanded, it is corruption/fraud — stay away.

How many approvals are still needed after getting the dealership?

Usually 8–12 — the District Magistrate's NOC, the road owner's (NHAI/PWD/state highway) entry permission, land-use conversion (CLU) where applicable, the Fire Service's NOC, WBPCB's Consent to Establish and Consent to Operate, PESO's fuel-storage licence, power connection, urban planning approval etc.

If the pump is on an NHAI highway, what extra is needed?

NHAI's consent is needed for the entry point and service road beside the national highway, often with a contracted fee/licence fee. NHAI's rules carry distance conditions from interchanges/elevated roads — building without this permission can get the access sealed.

How long does it usually take to get all the NOCs?

With the papers in order, usually 6–12 months in the state. Mismatches in land records, a CLU requirement or highway-access tangles stretch it further. Keeping the LOI's validity (usually 1 year, extendable) in mind and running applications in parallel is the wise move.
