The old receipt is lost, the record after buying the house is in the previous owner’s name, or searching by name on the portal yields nothing. This guide walks through every route one by one — none of them requires ‘an agent’.
In short: the easiest way to find your Assessee ID/holding number is the previous owner’s tax receipt. Without a receipt, search the portal by owner name and address; if that fails too, the municipality’s tax branch. 2. Five routes to recover the Assessee ID (easiest first)
Route 1 — the old tax receipt: on an old holding tax receipt (paper or e-receipt), the number is printed right on top. If you bought or rented the house, ask the previous owner or landlord for a copy of the receipt — this is the fastest road.
Route 2 — name-and-address search on the portal: on wburbanservices.org or holdingtax.co.in, under the Property Tax (Citizen) option, you can search not only by holding number but also by owner name, address and ward. Try several spellings — the record may hold an older spelling.
Route 3 — ‘Bengal on App’: the government’s mobile app also offers municipal property tax services — the same search options are there.
Route 4 — the municipality’s tax branch: if nothing works, go to the municipality’s tax/assessment branch with the property’s address and identity proof — they will show you the number from the holding ledger. This is free; if someone asks for a ‘recovery charge’, that is misconduct.
Route 5 — mutation records: if the property has been mutated in your name, the mutation approval paper itself contains the new holding number and Assessee ID.
3. You have the number — now pay the tax

1. I forgot my portal login password — what do I do?
Use the portal’s ‘Forgot Password’ option with your registration mobile/email; it resets via OTP. If the OTP doesn’t arrive, try again after a while — SMS comes delayed under server load.
2. Two holding numbers show for the same house — which is right?
Match against old receipts to see which number has recent payments/dues. If both seem active, get the duplicate holding cancelled at the municipality’s tax branch — otherwise liability may arise on both bills.
3. I bought a flat, the holding is in the builder’s name — when do I get my own ID?
Check whether a separate flat-wise holding has been opened from the builder’s main holding; if so, that number is yours. If not, you must mutate and raise a holding in your name — details in the e-mutation guide.
4. An old municipality with no online records at all — what do I do?
Not all ULBs are equally digitised. Check your municipality’s official website for its own portal; if there isn’t one, showing the ledger at the office for a receipt is still the norm. If it comes online in future, keep the paper receipts well organised — that is your record.

Not the same, but two markers of the same record. The holding number identifies the property (the house number in the municipality's ledger), while the Assessee ID is the tax-payer's portal ID for that holding — on many portals, searching by holding number brings up the Assessee ID/bill.
