Building a house, opening a shop or setting up a small factory — before all of these there is one condition: the land must be bastu in the record. If the khatian says shali (agricultural land), building a brick-cement structure on it is a violation of the Land & Land Reforms (WBLR) Act and the start of unending trouble — plan approval won’t come, bank loan won’t come, fines are possible too.

First understand: shali, bastu and class change

  • Shali (Sali): one- or two-crop farmland — recorded as agricultural class in the khatian.
  • Bastu (Bastu): land used for residence or commerce — houses, shops, factories must be built in this class.
  • Danga, patit, nal: other classes — danga (non-shali agricultural) land needs the same process to become bastu.

Conversion approval is given by your block’s BLRO (Block Land & Land Reforms Officer) — the portal is only the doorway for application and tracking.

Online application on Banglarbhumi: 7 steps

  1. Open banglarbhumi.gov.in → register as a citizen and log in
  2. Menu: Citizen Services → Conversion Application
  3. Enter district → block → mouza → khatian and dag number — the server’s record will fill in
  4. Enter the conversion area and purpose (how many decimals/percent, residential or commercial)
  5. Upload the papers and submit the application
  6. Pay the online fee; save the application number
  7. Track the status; appear with the original papers on the BLRO hearing date — after approval the class becomes bastu

3 tasks after conversion you must not forget

  • Porcha correction: download the updated porcha showing the new class (available on the portal itself)
  • Khajna at the new rate: bastu land’s khajna is higher than shali’s — keep paying it regularly; interest applies after 3 years of arrears

  1. Register on the portal

    Register as a citizen on banglarbhumi.gov.in and log in (mobile and email verification required).

  2. Choose the conversion application

    Select Citizen Services → Conversion Application.

  3. Enter khatian-dag details

    Enter the district, block, mouza, khatian and dag number and the record details will fill in from the server — match them.

  4. Mark the conversion area

    State what share of land (in shotangsho/decimal) you want to convert and the purpose (residence/shop/factory).

  5. Upload papers and fee

    Upload the deed, porcha, khajna receipt and site plan PDF (under 2MB) and pay the online fee.

  6. Attend the BLRO hearing

How much does shali-to-bastu conversion cost?

The portal application fee is small (in the range of roughly ₹10–100), but the real conversion fee must be deposited on a treasury challan — that is set by the BLRO by district, land class and quantity. There is no official 'fixed X rupees per shotangsho' chart — the charts circulating in ads are unofficial. Ask your block's BLRO office for the final calculation.

Can only the house's footprint be converted, or the whole dag?

Both happen. For a residence, usually only the part of the dag where the house will stand is converted (partial conversion), while for a burial ground, school or factory the whole dag's full conversion may be applied for if needed. Marking the part on the site plan is essential.

What if I build a one-storey house on shali land without conversion?

You won't get plan approval, electricity/water connections without a panel will be risky, there will be no bank loan, and the panchayat/municipality can serve notice for unauthorised structures. So converting before building is the better path.
