West Bengal Trade License (Certificate of Enlistment): Online Apply & Renewal on Silpasathi Portal
How to apply for and renew a Trade License (Certificate of Enlistment) for shops and businesses in West Bengal through the Silpasathi single-window portal — documents, fees and step-by-step process.
To run any shop, office, warehouse or small factory in a West Bengal municipality or corporation area, a trade license — in government language, the Certificate of Enlistment (CoE) — is legally mandatory. And since January 2023, the state’s Urban Development & Municipal Affairs Department has moved the issuance and renewal of this certificate entirely online — through the single-window portal Silpasathi.
Yet in reality, most small business owners either hand the form to an agent or forget the renewal date. This guide covers both the fresh application and the annual renewal — step by step, from your own mobile/computer.
In short: silpasathi.wb.gov.in → register/login → Services → Issuance / Renewal of Trade License (Certificate of Enlistment) → fill the form → upload documents → pay the fee online → track status and download the certificate. Annual renewal is mandatory.
1. Who needs it, and why it matters so much
- Mandatory for every commercial establishment in a municipal area — from the kirana shop to the restaurant, the chamber-office to a small unit.
- Running without a CoE, the municipality can fine you and even issue a business-closure notice.
- Bank loans, GST registration, applications-tenders — almost everywhere the CoE is asked for as proof of the business’s address.
- It is an annual document — getting it once is not the end; it must be renewed every year.
2. Fresh application on the Silpasathi portal (step by step)
Step 1: Open silpasathi.wb.gov.in and Sign Up — register with mobile number, email and OTP. If you already have an account, log in directly.
Step 2: On the dashboard, choose ‘Issuance of Trade License (Certificate of Enlistment)’ from the Services list.
Step 3: Fill in the form — business name and nature, address (municipality/ward), owner’s details, landlord’s details if rented, number of employees.
Step 4: Upload the documents (list below). Scans/PDFs must be clear.
Step 5: The portal will show the fee according to your municipality and business nature — pay online via UPI/net banking.
Step 6: On submission, save the Application Number. Log into Silpasathi to check the status; once approved, download the CoE from the portal.
In some municipality areas the same service also runs on the e-District portal — ask at the municipality’s notice board or branch office which route yours uses. No need to go anywhere — both are online.
3. Required documents
- Aadhaar card / voter card — owner’s ID proof
- Property tax receipt (if you own the shop) or rent agreement/receipt (if a tenant)
- PAN card (business’s or owner’s)
- Passport-size photo
- Other permissions depending on the business nature — e.g. FSSAI registration for food outlets, drug license for pharmacies
4. The annual renewal — where everyone slips
Renewal is on the same portal: login → Services → ‘Renewal of Trade License’ → search with the old CoE number and pay the fee. Remember three things:
- The renewal window opens early in the financial year (often April–May) — late renewal attracts a late fee.
- If the address or business nature has changed, get the amendment done before renewing — renewing on old data leaves the certificate wrong.
- Keep one printout of the downloaded CoE at the shop — you’ll need it when the inspector comes.
5. Frequently Asked Questions (FAQ)
1. How much is the fee?
It differs by the municipality’s class and the business’s nature — the portal shows the correct fee at the time of application. Don’t pay an agent claiming a ‘universal fee’.
2. Do I still have to visit the municipality after applying online?
Usually no — municipal staff contact you if document verification requires it. But local rules can vary.
3. I have an old handwritten license — must it be converted online?
Yes — at the next renewal, renew on the portal with the old CoE’s details and the record goes digital. Keep the old certificate’s number/receipt on hand.
4. Can I get a trade license without a GST number?
Yes — CoE and GST are separate things. A small business can need a trade license without having GST.
5. What if I shut the business down?
Apply to the municipality for cancellation of the license and clear the dues — otherwise arrears keep piling up at the old address.
6. Beware of fraud
🛡️ CoE issuance/renewal fees are government-set — there is no ‘agent fee’. If someone calls/messages with a link asking for ‘license renewal money’, it’s fraud — pay only on silpasathi.wb.gov.in or the municipality’s official payment channel.

❓ Frequently asked questions
Must the trade license be renewed every year?
Yes. The Certificate of Enlistment (CoE) is an annual document — it must be renewed each financial year. Without renewal, arrears, fines and even a business-closure notice can follow. Renewal is also online on the same Silpasathi portal.
Which businesses need a trade license?
Almost every commercial establishment run in a municipality or corporation area — shops, restaurants, offices, warehouses, small factories, salons, tuition centres etc. In panchayat areas only, small businesses may need not a CoE but the panchayat's separate permission.
What is the trade license fee on the Silpasathi portal?
The fee depends on the municipality's class, the business type and income — so quoting one fixed number would be wrong. Fill in the application form and the portal itself shows the final fee with an online payment option.
How long does the certificate take after applying?
There is no statutory deadline — it can take anywhere from a few days to a few weeks depending on the municipality. Log into Silpasathi to check the application status; once approved, the certificate can be downloaded from the portal itself.
What if I move the shop to a new location?
The CoE is address-specific. On moving, the old license cannot be carried over — a fresh application must be made at the new address (cancelling the old one if needed). Submit an address-change request as per the municipality's rules.
