Application & Verification Process
Find your Consumer ID
The 9–11 digit Consumer ID is written at the top-left of an old bill. If you don't have a bill, it can be found at the office or by giving your address on 19121.
Go to the official portal
Open wbsedcl.in and go to the 'Pay Bill' / 'View Bill' section, or install the WBSEDCL app.
View and match the bill
View the bill with the Consumer ID; match the units and rebate. If there's a discrepancy, complain on 19121 before paying.
Make the payment
Complete the payment with any one of UPI, debit/credit card, net banking or wallet.
Save the receipt
After payment, download and keep the receipt PDF; a confirmation also arrives by SMS.
Required Documents
Ensure you have self-attested copies of the following documents ready before applying:

Frequently Asked Questions (FAQ)
What happens if the bill payment due date passes?
Late payment adds a surcharge/delay penalty, and if arrears remain for long the connection may be disconnected. If disconnected, you must clear the dues and apply for reconnection at the office.
What if the bill is suddenly much higher?
First match the meter reading against the bill; then, if in doubt, complain on 19121 or in writing at the divisional office. If a meter fault is proven, a corrected bill is issued.
The payment was deducted but no receipt arrived — what should I do?
Wait 24–48 hours; even if the bank deducted the money, the status may remain pending. If it isn't updated, complain on 19121 with the transaction ID — a refund or bill update is assured.
In detail
Almost the entire state’s electricity supply is with the West Bengal State Electricity Distribution Company (WBSEDCL). The days of queuing at the office are over — bill viewing, payment and receipt download all happen on your phone in 5 minutes.
Step-by-step payment
- Find your Consumer ID — the 9–11 digit number at the top of an old bill; if you can’t find it, ask on 19121 with your address
- Open wbsedcl.in — go to the ‘Pay Bill’ option (the same process works in the app)
- View the bill — use the Consumer ID to see the current bill, units and rebate, and match them
- Payment — UPI (GPay/PhonePe/Paytm), debit/credit card, net banking or wallet
- Download the receipt — keep the PDF; it’s your proof on the day of a dispute
Tip: In GPay/PhonePe too, you can pay directly by choosing WBSEDCL under the “Electricity” section and entering your Consumer ID.
Understand the meter and reading
- Match the bill’s reading against your meter’s number — if an approximate (assessed) bill arrives, check the ‘Reading Type’
- If the reading isn’t taken for two months, the bill is based on an average, adjusted in the next bill
- If a rebate (e.g. farmer/BPL category) isn’t reflected in the bill, get your documents updated at the office
New connection and name change
- New connection: ‘New Connection’ form on wbsedcl.in; documents needed — voter/Aadhaar, house ownership or rent papers, passport photo
- Name change / load change: apply at the divisional office; it happens quickly if there are no dues
- Permanent disconnection: clear the dues and submit the ‘Permanent Disconnection’ form — otherwise bills will keep coming
