What are the eligibility criteria for moving from an RKSY-II (general) card to PHH/Antyodaya?

The food office decides based on the family's income and livelihood — daily-wage labour, weak economic condition, and special dependants (elderly/disability) are the criteria. The decision rests on an income self-declaration and local verification; no specific 'earn below X amount and you qualify' rule has been published.

How many days after applying does the category change?

Verification usually takes 1–3 months. Check the portal occasionally with your ration card number — if it exceeds 3 months, complain to the helpline 18003455505, quoting the receipt number.

How does the ration entitlement change after the category changes?

Under PHH it is 5 kg of foodgrains per member per month, under Antyodaya (AAY) 35 kg/family, and RKSY-I gets half rations — whichever category you move to, that rate applies. Adding or removing members on the same card is a separate application.

Step-by-Step Application

  1. Download/collect Form 8 → fill it in with a black pen (ration card number, members, new category)
  2. Arrange the documents — ration card, everyone’s Aadhaar (e-KYC done), income self-declaration or applicable proof
  3. Submit at your block/ward’s food office — take the acknowledgement receipt
  4. Local-level contact may occur during verification — cooperate
  5. Check the status on the portal — whether the category has changed; if it exceeds 3 months, complain to the helpline

Common Reasons Applications Get Stuck

  • e-KYC pending — if any member is unverified, the file doesn’t move; finish ration e-KYC first
  • Name mismatch between Aadhaar and ration card — match the spelling/address, correct it, then apply
  • Pending member-change applications — a new application won’t proceed until the old one is completed
  • Lost receipt — there is nothing left to track with; so photograph the receipt

Beware of Scams

The Food Department has said repeatedly — category change, e-KYC and card correction are all free. “I’ll get you PHH for ₹500”, “PVC card is mandatory”, “Give the OTP right now” — these lines are the hallmarks of a scam. The PVC ration card is entirely optional.
